On November 13, 2025, President Donald J. Trump signed an Executive Order entitled "FOSTERING THE FUTURE FOR AMERICAN CHILDREN AND FAMILIES," which aims to significantly improve the legal status of young people in Foster care systems who have recently turned 18. A smooth transition to their future lives and a guarantee of sufficient rights and financial resources are precisely the objectives of this text.

Indeed, the sometimes tragic consequences of social decline and precariousness, often compounded by severe childhood family traumas, were highlighted by the presidential couple during this ceremony: homelessness for over 20% of these young people, difficulty completing their schooling or a basic four-year university degree (less than 5%), difficulty finding stable employment (50% fail).

This document was logically countersigned by First Lady Melania Trump. This initiative is indeed to her credit and is a direct continuation of her personal involvement, begun during her husband's first presidential term. In particular, she promoted the protection of the mental and physical health of children and young people in  her BE BEST program. This time, she focused on the specific future of young adults who have just turned 18 and are placed in Foster care or group homes, since, as President Trump rightly pointed out, more than 15,000 young Americans face the potential difficulties of abruptly leaving Foster care systems each year due to reaching the age of majority.

Last May, during the celebration of National Foster Care Month 2025, President Trump had already announced that he had secured $25 million in his FY26 budget to finance housing and support for youth transitioning out of Foster care, following the First Lady's request. This new Executive Order thus builds on this momentum but goes even further than mere symbolism, calling on private sector businesses and institutions to contribute effectively, both in terms of human resources and technical expertise, to provide teaching, training, and mentoring to these young people in need, in collaboration with federal agencies. The domestic and international reach of this project is also noteworthy, as, thanks to the First Lady's popularity, figures such as the First Lady of the Republic of Korea and renowned universities like Vanderbilt University of Chicago have already expressed their support. A ceremony bringing together the First Spouses of Heads of Government and Tech CEOs is even planned at the White House next March.

Modernizing Foster care systems is also presented as a top technological priority for greater innovation and well-being, benefiting both the logistical support provided to Foster families and the young people themselves while they await placement. A platform designed to provide these young people with all the information related to housing and their daily lives is also being developed. States are strongly encouraged to implement these concrete measures within their workforce.

By strengthening Foster care systems financially, in terms of personnel, and technologically at the internal procedural level, and by preventing abrupt disruptions for children who no longer benefit from these systems due to their age, a new and hopeful prospect of a prosperous and balanced life centered on work and solidarity is offered to them, just like other children their age. Moreover, it seems that these reforms have a universal purpose, for the greater good of children living in other countries around the world. 

During an address to the United Nations General Assembly in New York City on September 23, 2025, President Donald J. Trump reaffirmed his administration’s commitment to addressing human trafficking and the exploitation of children across the United States.

He reported that the administration had successfully located and reunited over 30,000 children previously considered missing with their families. President Trump also noted challenges related to the health and identity of these children, including memory loss regarding their origins and identities.

Additionally, he highlighted the role of strengthened border controls in mitigating human trafficking and reducing fatalities associated with dangerous travel conditions. The President concluded by expressing his administration’s ongoing goal to locate the children still missing from the initial number of around 300,000.

IMMIGRATION & CUSTOMS ENFORCEMENT (I.C.E.) have arrested 214 child sex offenders between January and July 2025 as part of their crackdown on illegal immigrants in the Houston, Texas area. 

This number already exceeds the total number of arrests previously made during the entire year of 2024, which was only 211 people. 

These astonishing results, according to ICE officials, are the result of a strengthened teamwork strategy involving several federal agencies sharing information and expertise.

The Conservative Political Action Conference (CPAC) organized its third annual international conference addressing the issue of human trafficking in the United States and globally. The primary focus of this event was to highlight the need for state and federal governments to strengthen legal actions against traffickers designated as "terrorists" and to advocate for new opportunities ("second chances") for survivors. Participants supported the implementation of legislation exempting victims from criminal liability for offenses committed under coercion by traffickers. The conference also emphasized the importance of international collaboration and strategic approaches to address these crimes.

Distinguished attendees included the Acting Director of U.S. Immigration and Customs Enforcement, "Border Czar" Tom Homan, representatives of law enforcement, state attorneys, and Secretary of the Department of Homeland Security Kristi Noem. Secretary Noem underscored that the current prevalence of victims is unprecedented, despite the enactment of recent laws. She commended her department’s investigators for their continued commitment and effectiveness in combating all forms of trafficking under challenging circumstances. Secretary Noem additionally announced the reinstatement of mandatory DNA testing for families claiming kinship with children during border crossings. She highlighted the ongoing efforts to clearly define trafficking-related offenses, support and provide financial assistance to young survivors, and reiterated her dedication to these objectives from her tenure as Governor of South Dakota. Furthermore, she noted the increase in ICE patrol officers resulting from the recent Big Beautiful Bill, and stressed the requirement for comprehensive criminal background checks on all sponsors of unaccompanied minors or individuals seeking sponsor status. She reported that her administration had successfully located 10,000 trafficked children out of the missing 300,000.

Additional speakers emphasized the adherence to the three core principles known as the 3 Ps—Protection, Pursuit, and Prevention—and advocated for expanding these with private Partnerships and public Policies, which they regard as essential components of a coordinated response to human trafficking.

Special celebration of the NATIONAL FOSTER CARE MONTH 2025 by First Lady Melania Trump and President Trump in the White House gardens. They welcomed foster and adoptive families, and organized the visit of the presidential house, including a viewing of the President’s Marine One departure on the South Lawn. 

President Trump stressed that 360,000 children and youth are still in need of this crucial help. He also announced that $25 million have been secured in President Trump’s FY26 budget to finance housing and support for youth transitioning out of foster care, following the request of the First Lady. This additional measure, overseen by the U.S. Department of Housing and Urban Development (HUD), should be commended because it addresses the high rates of homelessness among the 20,000 young people who turn 18 each year and are no longer eligible to remain in the foster care system normally reserved for minors. From now on, up to the age of 25, these young adults will receive assistance with things like rent payments and education.

The celebration of the NATIONAL FOSTER CARE MONTH during the month of May was initiated in 1988 by President Ronald Reagan to acknowledge the contributions of foster caregivers and to stress the needs of children in foster care. This tribute was continued by the presidents who succeeded him. 

Foster care is an important alternative to defailing  families or to the absence of parents. Rehousing Child and Youth victims and providing them with a new living environment in caring homes is indeed essential to avoid worsening their trauma and preventing them from polyvictimization.

NATIONAL MISSING CHILDREN'S DAY  is a commemoration brought by the Office of Juvenile Justice Delinquency and Prevention (OJJDP) since President Ronald Reagan's proclamation on May 25, 1983. This special day aims raising awareness about child safety and honors the efforts of agencies, organizations, and individuals to recover missing children. This event was established in the memory of 6-year-old Etan Patz whose body has never been found although his killer has been identified and convicted. 

President Donald J. Trump announced his commitment to returning missing children to their families in the near future. He explained that securing the southern border against criminals, vigorously prosecuting all types of child abusers, and designating cartels as Foreign terrorist organizations and Specially designated global terrorists will put an end to child trafficking and smuggling and enable his administration to recover missing children.

President Trump also reaffirmed his support for law enforcement in their fight against the victimization and exploitation of Child and Youth, and reminded the public that this scourge is not inevitable.
