FROM PROMISE TO EVIDENCE: 10 RECENT ACHIEVEMENTS ON YOUTH TRANSITIONING OUT OF FOSTER CARE

Executive Order 14359, titled “Fostering the Future for American Children and Families”, signed on November 13, 2025 by President Donald J. Trump at the initiative of First Lady Melania Trump, represents one of the most ambitious recent federal frameworks addressing the transition of young people aging out of the foster care system. On the occasion of National Foster Care Month 2026, the White House has released an interim assessment outlining ten major advances implemented approximately 180 days after the entry into force of the policy, in a context where nearly 15,000 young people reach adulthood each year and exit the child welfare system.


These measures are grounded in a response to a well-documented structural challenge: the heightened vulnerability of “aging out” youth, who face a simultaneous rupture of family, institutional, and financial support. The approach adopted combines budgetary instruments, multi-stakeholder partnerships, and administrative modernization.


The first key pillar concerns housing, identified as a critical factor for post-care stability. A federal allocation of $30 million has been directed toward housing vouchers for young people exiting the system. Reported data indicates that more than 1,400 vouchers have already been distributed, reflecting relatively rapid implementation, even though overall demand remains structurally higher than current capacity.


A Fostering the Future Fund has also been established, based on the reallocation of unused federal funds estimated at up to $32 million, in order to finance individualized support services, particularly within the framework of the Chafee Foster Care Program. This funding mechanism reflects a broader strategy of resource reallocation rather than large-scale new spending.


On the digital front, the FosteringTheFuture.gov platform centralizes access to resources related to housing, employment, education, and support services. Its design is informed by consultations with young people with lived experience of the system and sector professionals, illustrating a more user-centered approach to public policy, although its effectiveness ultimately depends on adoption by states and local stakeholders.


A major development lies in the repositioning of cross-sector partnerships. Public-private partnerships have been strengthened to mobilize corporations and universities in order to provide full scholarships and technological equipment to foster youth. At the same time, increased engagement with faith-based networks is encouraged through partnerships with churches and religious organizations, aiming to expand the pool of foster families through community-based volunteer engagement.


In the field of family regulation, an important policy direction concerns the simplification of licensing standards to facilitate kinship care arrangements, enabling extended family members (such as grandparents, aunts, and uncles) to become foster caregivers more easily. This approach seeks to strengthen family continuity and reduce reliance on institutional placements. In parallel, the Administration for Children and Families has issued guidance aimed at reinforcing the protection of parental rights, with the stated objective of ensuring a more balanced framework between the rights of biological parents and those of foster caregivers.


At the state level, the framework introduces an annual performance evaluation mechanism for child welfare outcomes. This comparative indicator system is designed to increase transparency and foster a form of institutional competition among states in relation to placement stability, adoption outcomes, and overall system performance.


Finally, a broader technological component is associated with a Child Welfare Technology Incubator, led by the HHS/ACF, aimed at supporting the modernization of state-level child welfare data systems. The integration of advanced digital tools and artificial intelligence solutions forms part of a broader administrative transformation strategy intended to improve foster family recruitment, placement processes, and overall system efficiency.


In this perspective, the framework can be interpreted as the first large-scale attempt to systematically and holistically address the challenges faced by young people aging out of the foster care system. Rather than maintaining an approach primarily centered on traditional foster placements alone, the measures introduced expand the scope of action toward a more concrete, realistic, and context-sensitive strategy, incorporating local adaptation dynamics and a more nuanced consideration of the specificities of each state.


This evolution suggests a more “casuistic” approach to public policy, in which responses are no longer uniform but instead tailored to individual trajectories and local institutional contexts. Such an orientation appears potentially more effective, insofar as it is grounded in the idea that, despite the initial rupture from their biological families, the ultimate objective remains, where possible, the rebuilding of stable ties and the gradual reconnection of young people with their family and social environment.

YOUTH AGING OUT OF THE FOSTER CARE SYSTEM : CONCRETE GOVERNMENT MEASURES TO GUARANTEE THEIR FUTURE.

On November 13, 2025, President Donald J. Trump signed an Executive Order entitled "FOSTERING THE FUTURE FOR AMERICAN CHILDREN AND FAMILIES," which aims to significantly improve the legal status of young people in Foster care systems who have recently turned 18. A smooth transition to their future lives and a guarantee of sufficient rights and financial resources are precisely the objectives of this text.

Indeed, the sometimes tragic consequences of social decline and precariousness, often compounded by severe childhood family traumas, were highlighted by the presidential couple during this ceremony: homelessness for over 20% of these young people, difficulty completing their schooling or a basic four-year university degree (less than 5%), difficulty finding stable employment (50% fail).

This document was logically countersigned by First Lady Melania Trump. This initiative is indeed to her credit and is a direct continuation of her personal involvement, begun during her husband's first presidential term. In particular, she promoted the protection of the mental and physical health of children and young people in  her BE BEST program. This time, she focused on the specific future of young adults who have just turned 18 and are placed in Foster care or group homes, since, as President Trump rightly pointed out, more than 15,000 young Americans face the potential difficulties of abruptly leaving Foster care systems each year due to reaching the age of majority.

Last May, during the celebration of National Foster Care Month 2025, President Trump had already announced that he had secured $25 million in his FY26 budget to finance housing and support for youth transitioning out of Foster care, following the First Lady's request. This new Executive Order thus builds on this momentum but goes even further than mere symbolism, calling on private sector businesses and institutions to contribute effectively, both in terms of human resources and technical expertise, to provide teaching, training, and mentoring to these young people in need, in collaboration with federal agencies. The domestic and international reach of this project is also noteworthy, as, thanks to the First Lady's popularity, figures such as the First Lady of the Republic of Korea and renowned universities like Vanderbilt University of Chicago have already expressed their support. A ceremony bringing together the First Spouses of Heads of Government and Tech CEOs is even planned at the White House next March.


Modernizing Foster care systems is also presented as a top technological priority for greater innovation and well-being, benefiting both the logistical support provided to Foster families and the young people themselves while they await placement. A platform designed to provide these young people with all the information related to housing and their daily lives is also being developed. States are strongly encouraged to implement these concrete measures within their workforce.

By strengthening Foster care systems financially, in terms of personnel, and technologically at the internal procedural level, and by preventing abrupt disruptions for children who no longer benefit from these systems due to their age, a new and hopeful prospect of a prosperous and balanced life centered on work and solidarity is offered to them, just like other children their age. Moreover, it seems that these reforms have a universal purpose, for the greater good of children living in other countries around the world. 

CHILD TRAFFICKING : PRESIDENT TRUMP RENEWS HOPE TO FIND ALL THE 300,000 MISSING CHILDREN BEFORE THE U.N GENERAL ASSEMBLY

During an address to the United Nations General Assembly in New York City on September 23, 2025, President Donald J. Trump reaffirmed his administration’s commitment to addressing human trafficking and the exploitation of children across the United States.


He reported that the administration had successfully located and reunited over 30,000 children previously considered missing with their families. President Trump also noted challenges related to the health and identity of these children, including memory loss regarding their origins and identities.


Additionally, he highlighted the role of strengthened border controls in mitigating human trafficking and reducing fatalities associated with dangerous travel conditions. The President concluded by expressing his administration’s ongoing goal to locate the children still missing from the initial number of around 300,000.

HISTORIC NUMBER OF ARRESTS OF CHILD SEX OFFENDERS

IMMIGRATION & CUSTOMS ENFORCEMENT (I.C.E.) have arrested 214 child sex offenders between January and July 2025 as part of their crackdown on illegal immigrants in the Houston, Texas area. 

This number already exceeds the total number of arrests previously made during the entire year of 2024, which was only 211 people. 

These astonishing results, according to ICE officials, are the result of a strengthened teamwork strategy involving several federal agencies sharing information and expertise.

HUMAN TRAFFICKING IN THE SPOTLIGHT : CPAC SUMMIT 2025

The Conservative Political Action Conference (CPAC) organized its third annual international conference addressing the issue of human trafficking in the United States and globally. The primary focus of this event was to highlight the need for state and federal governments to strengthen legal actions against traffickers designated as "terrorists" and to advocate for new opportunities ("second chances") for survivors. Participants supported the implementation of legislation exempting victims from criminal liability for offenses committed under coercion by traffickers. The conference also emphasized the importance of international collaboration and strategic approaches to address these crimes.


Distinguished attendees included the Acting Director of U.S. Immigration and Customs Enforcement, "Border Czar" Tom Homan, representatives of law enforcement, state attorneys, and Secretary of the Department of Homeland Security Kristi Noem. Secretary Noem underscored that the current prevalence of victims is unprecedented, despite the enactment of recent laws. She commended her department’s investigators for their continued commitment and effectiveness in combating all forms of trafficking under challenging circumstances. Secretary Noem additionally announced the reinstatement of mandatory DNA testing for families claiming kinship with children during border crossings. She highlighted the ongoing efforts to clearly define trafficking-related offenses, support and provide financial assistance to young survivors, and reiterated her dedication to these objectives from her tenure as Governor of South Dakota. Furthermore, she noted the increase in ICE patrol officers resulting from the recent Big Beautiful Bill, and stressed the requirement for comprehensive criminal background checks on all sponsors of unaccompanied minors or individuals seeking sponsor status. She reported that her administration had successfully located 10,000 trafficked children out of the missing 300,000.

Additional speakers emphasized the adherence to the three core principles known as the 3 Ps—Protection, Pursuit, and Prevention—and advocated for expanding these with private Partnerships and public Policies, which they regard as essential components of a coordinated response to human trafficking.

Recibieron a familias de acogida y adoptivas, y organizaron la visita a la residencia presidencial, incluyendo una visita al Marine One del Presidente desde el Jardín Sur.

La celebración del MES NACIONAL DEL CUIDADO TEMPORAL 2025 durante el mes de mayo fue iniciada en 1988 por el presidente Ronald Reagan para reconocer las contribuciones de los cuidadores de acogida y destacar las necesidades de los niños en acogida. Este homenaje fue continuado por los presidentes que lo sucedieron.

 

El acogimiento familiar es una alternativa importante a las familias desamparadas o a la ausencia de los padres. Realojar a los niños y jóvenes víctimas y brindarles un nuevo entorno vital en hogares de acogida es esencial para evitar que su trauma se agrave y prevenir la polivictimización.

El DÍA NACIONAL DE LOS NIÑOS DESAPARECIDOS es una herramienta útil que ofrece la Oficina de Justicia Juvenil, Delincuencia y Prevención (OJJDP) desde la proclamación del presidente Ronald Reagan el 25 de mayo de 1983. Este evento se estableció en memoria de Etan Patz, de 6 años, cuyo cuerpo nunca fue encontrado, aunque su asesino fue identificado y condenado. Esta conmemoración busca crear conciencia sobre la seguridad infantil y honrar los esfuerzos de agencias, organizaciones e individuos para recuperar a los niños desaparecidos.

Al sugerir la participación de las fuerzas vitales del país en la lucha contra la victimización y la explotación infantil y juvenil, este homenaje recuerda a la población que los niños y jóvenes siguen siendo blancos fáciles y que la comunicación sobre los eventos anormales de los que son testigos es valiosa.

ACCOUNTABILITY ON THE WEB : THE TAKE IT DOWN ACT

El presidente Donald J. Trump acaba de promulgar THE TAKE IT DOWN ACT  («Ley de Herramientas para Abordar la Explotación Conocida mediante la Inmovilización de Deepfakes Tecnológicos en Sitios Web y Redes»), que penaliza la publicación de imágenes íntimas no consensuadas de adultos o menores, incluidas las generadas por IA.

 

Esta nueva ley también exige que las redes sociales y otros sitios web eliminen dichas imágenes en un plazo de 48 horas tras recibir la notificación de la víctima.

 

Se trata de una importante legislación que aumenta la protección penal de niños y jóvenes.

STRENGTHENING PROTECTION DURING THE CELEBRATION OF NATIONAL CRIME VICTIMS' RIGHTS WEEK

President Donald J. Trump proclaimed April 6-12, 2025, as NATIONAL CRIME VICTIMS' RIGHTS WEEK, following the tradition established by former President Ronald Reagan in 1981.
He began by highlighting the country's high crime rates, particularly caused by gangs, and by the weakness of public policies in recent years.
He then reviewed the measures taken to reduce crime since taking office. He discussed the declaration of a national emergency at the southern border and the passage of the Laken Riley Act, which mandates the detention of all dangerous aliens.


In the name of freedom, security, and peace, he announced new measures to strengthen victim protections, including stiffer sentences for repeat offenders to also protect law enforcement.

He finally solemnly called on the population and associations to continue working together to protect the victims and, thus, to help him and law enforcement in this task.

MES NACIONAL DE PREVENCIÓN DEL ABUSO INFANTIL

Abril ha sido proclamado MES NACIONAL DE LA PREVENCIÓN DEL ABUSO INFANTIL por el presidente Donald J. Trump. Esta iniciativa se originó en 1983, cuando el presidente Ronald Reagan enfatizó la necesidad de concientizar a las familias y a la población en general sobre todos los abusos cometidos contra niños.

 

La Oficina de Abuso y Negligencia Infantil continuó fomentando y promoviendo la prevención de forma multidisciplinaria. El presidente Donald J. Trump también ha seguido este camino. En particular, subrayó la importancia de apoyar a la población mediante una comprensión cabal de las necesidades del niño en términos de integridad física y psicológica, y de brindar su total apoyo a los esfuerzos de los profesionales que trabajan en este ámbito.

NATIONAL HUMAN TRAFFICKING PREVENTION MONTH 2025

Continuing a tradition begun in 2010, former President J. R. Biden Jr. proclaimed January 2025 as NATIONAL HUMAN TRAFFICKING PREVENTION MONTH. He reaffirmed the federal government’s commitment to addressing human trafficking both domestically and internationally, emphasizing that this serious crime primarily affects society’s most vulnerable populations. He underscored various governmental measures, including legislative initiatives, public awareness campaigns such as the “blue campaigns,” and the establishment of the National Human Trafficking Hotline to facilitate the reporting of cases by victims and witnesses.


It is notable, however, that his remarks did not specifically reference minors as part of the vulnerable groups, despite existing legislation such as the Trafficking Victims Protection Act of 2000, which contains targeted provisions for them. Instead, the speech focused on the challenges faced by “racial and ethnic minorities, women and girls, LGBTQI+ individuals, and other marginalized groups”.
